## What ISSA is here

Training ladder at an accredited school. Not a world government skipper licence. Flag, charter, and insurer rules still apply.

## Core ladder

| Step | Course | Role | Usual entry | FairHelm format |

| 1. Crew | Yacht Crew | Execute under instruction | Beginner OK | ~7 days liveaboard, max 4 |
| 2. Coastal | Inshore Skipper | Command day passages | Yacht Crew + time aboard | 7 or 14 days, max 4 |
| 3. Offshore | Offshore Skipper | Night passages, watches | Solid Inshore first | 7-day expedition, max 4 |

## Beside the ladder

- VHF/SRC: radio operator prep (often required for charter)
- Mooring Mastery / Sails Mastery: skill weeks, not Inshore substitutes
- Instructor: after you already command

## Limits

ISSA papers do not replace a national coastal licence where your flag requires one. Do not skip Yacht Crew when coastal command is still new.
